Health Net Small Group Q4 Rates

Health Net approved Q4 small group rates and medical/vision benefits for ACA-compliance plan policies, dental, and vision effective 10/1/22 – 12/31/22.

The rate summary for medial is as follows:
Medical Q2 2022 small business rates will have a 3.3% decrease for HMO and HSP plans and a rate pass for PPO and EnhancedCare PPO plans!*

* The medical rates represent statewide averages. Actual plan rates vary by rating region. The percentages shown compare Q4 2022 rates to Q3 2022 rates.

Health Net Transparency in Coverage Final Rules

The Departments of the Treasury, Labor and Health and Human Services issued the Transparency in Coverage final rules (85 FR 72158) on November 12, 2020. The final rules require non-grandfathered group health plans and health insurance issuers in the individual and group markets to disclose certain pricing information. Under the final rules, a plan or issuer must disclose in-network negotiated rates and out-of-network allowed amounts. Health Net’s MRFs began publishing on July 1, 2022, and these files will be updated monthly.

2022 ACA Deadlines

The fourth quarter is almost here, and we want to remind you of the upcoming IRS deadlines, so you and your clients have plenty of time to prepare. Review the following due dates below:

  • 1095 forms delivered to employees – March 2, 2023
  • Paper Filing with the IRS* – February 28, 2023
  • Electronic Filing with IRS** – March 30, 2023

*Employers that file 250 or more information returns with the IRS must file electronically
** Automatic 30-day extension available using Form 8809 (link: https://www.irs.gov/forms-pubs/about-form-8809)

Starting in 2021, the IRS permanently extended the employee distribution deadline. Employers will not be able to request additional time to distribute forms to employees.

The IRS may impose penalties up to $280 per form for failing to furnish the form to employees and $280 per form for failure to file the form with the IRS. These penalties double for intentional disregard of filing responsibilities.

Inflation Reduction Act

The Inflation Reduction Act (IRA) was signed into law. The IRA is a historic climate change and health care policy package that includes provisions to extend the increased and expanded financial help initially included in the American Rescue Plan (ARP). The ARP subsidies, which were set to expire at the end of 2022, will now be available through the end of 2025.

Key highlights of this new law include:

  • Health insurance premiums are capped at 8.5% of household income, increasing financial help available for eligible consumers.
  • Free Silver plans are provided for people who earn less than 150% of the federal poverty level (FPL).
  • Financial help extended to middle-income consumers who were previously ineligible for federal assistance.

Covered California plans will send renewal notices that reflect the continued savings to its existing consumers starting in October.

Pfizer RSV Vaccine Protects Against Severe Illness In Older Adults

Pfizer’s experimental vaccine for a respiratory virus called RSV was nearly 86% effective in preventing severe illness in a late-stage clinical trial of older adults, the company announced. This virus can be deadly for older people, and Pfizer plans to seek FDA approval for the new shot soon. Click here to read the full article.

The Government Will No Longer Be Sending Free Home Covid Tests To Americans

The federal government is putting a pause on sending free COVID-19 testing kits to Americans starting in September, due to a lack of funding. The program is still accepting orders before September 2nd. Click here to read the full article.
