Dave is a 40-year veteran of the employee benefits industry, and specializes in the design and implementation of Managed Care, Alternative Funding, and Flexible Benefit programs for clients of all sizes. Having formed the Coalition for Healthcare Choices, Dave has been heavily involved throughout his career in legislative and regulatory affairs at both the State and National levels.

Additionally, Dave is certified to consult on the Affordable Care Act, and has previously served as president of both the National and California Association of Health Underwriters. He was the 2015 recipient of the NAHU Harold R. Gordon Memorial Award as Health Insurance Person of the Year. We’re excited for him to share this wealth of expertise with us in the upcoming weeks.

CDI Launches CLASS

California Department of Insurance (CDI) has announced that it will move to Sircon’s enhanced online services and launch the new Check License Application Status Service (CLASS). The news was initially announced on April 23, 2019, and the transition will begin on August 19, 2019.

Please note that that no licensing services will be available from 3:00 p.m. Pacific Time on August 8, 2019 through 5:00 p.m. Pacific Time on August 13, 2019.

House of Representatives Votes to Repeal Cadillac Tax

The House of Representatives voted to repeal the ACA’s Cadillac Tax via a bipartisan vote of 419-6. It’s slated for consideration in the Senate with companion bill S-684, which has 42 Democrat and Republican co-sponsors.

NAHU has long called for a full repeal of the Cadillac Tax. The tax has been twice delayed by NAHU-backed measures in 2015 and 2018. Since employers make plan decisions well ahead of a coverage year and pending rules have a direct impact on plan decisions, NAHU will closely follow legislative developments and lobby lawmakers in the coming weeks for a full repeal of the Cadillac Tax.
