Newsom Proposes Penalty to Fund Health Insurance Subsidies

Governor Gavin Newsom proposes a penalty to fund health insurance subsidies. To pay for health insurance tax credits, the Democratic governor is proposing a tax penalty on Californians who don’t have health insurance — similar to the unpopular federal penalty the Republican-controlled Congress eliminated, effective this year. If Newsom’s $295 million plan is enacted, California would be the first state to offer financial aid to middle-class families who have shouldered the full cost of premiums themselves, often well over $1,000 a month.

“Without the mandate, everybody’s premiums go up,” Newsom said at an event in Sacramento in early May. “Every single person in this state will experience an increase in their costs if we don’t have a diversified risk pool.” To read the article, click here.

California State Assembly Votes to Offer Medi-Cal to Undocumented Immigrants

In a 44-11 vote, the California State Assembly passed legislation that would allow undocumented immigrants to receive health benefits through Medi-Cal. This bill would grant adults who are otherwise eligible for Medi-Cal benefits barring their immigration status access to full-scope Medi-Cal.

If the bill gets through the state Senate and signed into law by Governor Newsom, California would be the first state in the country to provide government-funded health benefits to undocumented immigrants. Providing low-income, undocumented immigrants with Medi-Cal is estimated to cost over $3 billion dollars annually. Under federal law, all state-funded health benefits provided to undocumented immigrants would be ineligible for federal government funding. Click here to learn more.
