Group Updates


Anthem announced a combined, three-year MLR (Medical Loss Rebate) for all groups with effective dates within 2015-2017. To qualify for the rebate, the group must have been active in 2017. The average rebate amount is approximately $142 per employee, and Cal-COBRA members will receive rebates directly.
Many carriers are releasing news about MLR updates during this time of year. What does this mean for your clients?
An MLR is based on the percentage of a premium that an insurance company spends on claims and expenses to improve health care quality. The ACA now requires health insurers to submit data on the portion of premium revenues that are spent on medical services, requiring insurers to spend between 80-85% of revenue on those services. If the minimum standards listed above were not met, premium rebates must be provided to policy holders.


The three choices employers have when distributing the participants’ share of the rebate are:
  • Cash payment
  • Application of rebate as reduction of future contributions
  • Application of rebate toward benefit enhancements

Blue Shield
Blue Shield will accept proof of IFP coverage as a valid waiver effective 10/1/18. Watch for a formal announcement later this month.


Covered California for Small Business
Covered California for Small Business presents a new a broker bonus program for Q4! Effective 10/1/18 – 1/1/19, you can earn a minimum of $1,000 when you enroll groups of 6 or more in CCSB.

Check out the bonus structure below:

Group Size (Enrolled Employees) Incentive Earned
51-100 $8,000
26-50 $4,000
16-25 $2,000
6-15 $1,000

With full PPO and HMO offerings, CCSB brings your clients even more attractive options this season. There are no participation requirements between plans within the program.

Health Net
Health Net’s renewal packages for December are forthcoming. Packages will be mailed on September 24th. The company’s Small Group 2.0 portfolio brings a wide selection of plans for renewals and 2019 new business.

MediExcel announces a rate pass for Q4. It also introduces its first bi-national vision plan–V100–available for groups effective 10/1/2018.


MediExcel expands its network on October 1 with the addition of three new facilities: All-Valley Urgent Care in El Centro and Pro-Med in Mexicali, as well as a new urgent care provider in Chula Vista and a dental provider in Mexicali. A new Spanish Open Enrollment video will launch on 10/1/18. As a reminder, MediExcel accepts a minimum of 1 employee on all plans.
